If the First Tower of Ar tonelico needs a relay station such as Sol Marta for supporting all the Reyvateils that live in other regions, doesn't Infel Phira need one as well?

The Dynamic H-Waves, Dynamic D-Waves and the other kinds, have an sphere of influence. And their sphere of influence is this planet, Ar Ciel, and the Humans, among other things. Therefore Sol Marta was necessary. And since a facility carrying such an enormous power like the First Tower needed to have a relay, it's definitive that a relay would be necessary for an smaller scale facility like Infel Phira. In conclusion, to use magic from Infel Phira in the First Tower, it might be necessary to have a relay facility in there to do so. However, no one, not even myself, has ever tested this theory, so no one knows for sure.
